International Framework

In 1997, based on ten years of monitoring forest condition in Europe for estimating direct effects by air pollution on forest trees, the UNECE concluded that ozone is the main parameter to be considered. The Task Force of ICP Forests further agreed in June 1999 – based on a report prepared by the Working Group on Ambient Air Quality – that data on air concentrations of ozone need to be implemented in the ICP-Level II monitoring.

In November 1999, ministers from 31 countries adopted The 1999 Gothenburg Protocol to Abate Acidification, Eutrophication and Ground-level Ozone and the proposal for a "Directive on National Emission Ceilings for Certain Atmospheric Pollutants" was adopted by the European Commission in June 2000.

The 1st UNECE/ICP-Forests Intercalibration Course on the Assessment of Visible Ozone Injury for Forest Ecosystems was initiated by CEAM and held in Morella, Spain in September 2000. The Submanual was adopted at the 17th Task Force Meeting in Ennis, Ireland in May 2001 and first assessments were conducted during the summer season of 2001. The following Intercalibration Courses were held in Switzerland/Italy, organized by the Swiss Federal Research Institute WSL, funded by the Swiss Agency for the Environment, Forests and Landscape SAEFL and the Italian National Forest Service in 2001 and 2003 and in France for 2002 organized by the French National Forest Service ONF.

During the 20th Task Force Meeting of ICP-Forests on 22 to 26 May 2004 in Växjö, Sweden the Task Force adopted the updated Submanual for the Assessment of Ozone Injury on European Forest Ecosystems. M. Sanz (Spain) offered to conduct the data evaluation of the remaining test phase until 2005.

Programme

The 5th Intercalibration Course is organized by the WSL, Section Forest Ecosystems and Ecological Risks in cooperation with the Italian National Forest Service and CONECOFOR.

The official programme starts at 8:00 on 16 August and ends at 15:00 on 18 August 2004 at the OTC Lattecaldo Research Facility.

The main objectives of this course will be:

  • Improving the competence of the countries representatives with individual, intensive training in recognizing and identifying ozone visible symptoms on forest plant species.

  • Discussion of possible issues in respect to the data analysis and the symptom assessment in the field including passive monitoring of ozone and nitrogen compounds.

  • Application and test of the new updated version of the ICP-Forests Sub-Manual based on the experiences made during the previous years. Emphasis will be put on the direct comparison of the 'old' versus 'new' way as how to assess the LESS.

  • Discussion and improvement of the available tools such as pictorial field guides, web pages and methodical flow charts.

  • Outlook, future perspectives.
