Governing our way into or out of urban climate risk?

by  Prof. Dr. Juhola Sirkku, University of Helsinki, Finnland

Abstract

Governance plays a role in the emergence of urban climate risk but it is also the main way to reduce and avoid climate risk. This presentation considers on the one hand the ways in which governance creates vulnerabilities or enhances exposure through adaptation or other policy decisions in the urban context. On the other hand, this presentations discusses the challenges of demonstrating the effectiveness of adaptation and its role in reducing climate change risks and these limits may be in cities.
