
Controllo e partecipazione: coordinamento dello sviluppo territoriale

L’utilizzazione del territorio e lo sviluppo del paesaggio sono influenzati da numerosi attori. Noi ci informiamo su cosa fanno gli attori politici, sul perché lo fanno e su quali sono gli effetti di queste azioni. Potremo così comprendere meglio cosa provoca mutamenti nell’utilizzazione del territorio e quali effetti può avere la pianificazione territoriale.
Società, amministrazione, politica ed economia influiscono sul paesaggio a livello locale, regionale e nazionale. Noi studiamo i loro processi decisionali che, consapevolmente o inconsapevolmente, sono di rilievo per il territorio. Inoltre, analizziamo le caratteristiche, il funzionamento e i problemi di attuazione di diverse politiche e strumenti di controllo (ricerca sulla governance e la policy). In questo modo cerchiamo di comprendere chi e che cosa provoca cambiamenti nell’utilizzazione del territorio e come è possibile controllare o controllare in modo migliore questo utilizzo.
Le forze trainanti del cambiamento
Le cosiddette regioni periurbane, ovvero non più classificabili come agglomerato ma che non sono ancora campagna, sono costituite da un mosaico di superfici agricole, insediamenti e bosco e rappresentano uno degli ambiti principali della nostra ricerca. Per queste regioni esaminiamo a fondo in particolare le interazioni tra attori, strumenti di pianificazione e forze trainanti. Valutiamo come la pianificazione territoriale e paesaggistica influisca sullo sviluppo e sulla diffusione degli insediamenti, quali ulteriori fattori influiscono in modo decisivo sulla crescita degli insediamenti e come possono essere risolti i conflitti per l’utilizzo del territorio. Ma oltre a questo, anche le politiche agricole o forestali sono decisive per lo sviluppo territoriale. Qui non solo è necessario progettare, controllare e implementare strumenti di pianificazione, servono anche sovvenzioni o accordi contrattuali con sostegni per la tutela della natura e del paesaggio. Ci interessano in particolare anche le modalità di verifica del successo di tali misure.
Gestione partecipativa
La partecipazione (cooperazione) della popolazione per la pianificazione e lo sviluppo del paesaggio acquisisce importanza. Vengono attuati processi partecipativi per l’elaborazione di progetti di pianificazione paesaggistica locali, ad es. per la riqualificazione delle acque, le attività ricreative nel bosco o in generale nella pianificazione territoriale locale o regionale. Analizziamo in modo critico la portata effettiva del vantaggio che comportano e quali tipi di processi partecipativi sono efficaci. Per continuare a sviluppare la gestione partecipativa, analizziamo anche i rapporti tra economia, politica e amministrazione.
Incentivi fiscali e strumenti di economia di mercato
In Svizzera, numerose imposte e sovvenzioni offrono incentivi per l’utilizzazione delle superfici e la dispersione degli insediamenti. È un aspetto raramente messo in discussione e ci si occupa a malapena di apportare gli adeguamenti necessari. Noi studiamo come si potrebbero ridurre gli incentivi fiscali sbagliati.
Una possibilità di influire sullo sfruttamento del territorio è offerta da strumenti politici di nuova concezione basati su principi di economia di mercato, come ad es. i certificati per l’utilizzazione delle superfici L’idea alla base, come per i certificati CO2, consiste nel limitare i diritti di sfruttamento e creare un commercio di questi diritti. Il diritto di edificare un terreno può così essere trasferito da territori con scarsa domanda ad altri con domanda elevata. Noi studiamo come organizzare questi meccanismi commerciali affinché possano produrre incentivi monetari favorevoli.

Unsere Ergebnisse aus der Umfrage zeigen, dass Fachleute im Naturschutz eine grosse Vielfalt an Informationsquellen nutzen. Der Bericht zeigt Handlungsmöglichkeiten auf, um den Austausch zwischen Wissenschaft und Praxis im Naturschutz effektiver zu gestalten.
Der Bericht bietet einen Überblick über die Verbreitung der raumplanerischen Instrumente auf Gemeindeebene, wie er bisher nicht existierte. Die erhobenen Daten können unter anderem als Grundlage für Evaluationen von Instrumenten und Organisationsformen dienen und helfen, Vollzugshindernisse und Kapazitätsprobleme zu erkennen.
In der vorliegenden Medienanalyse wird die Wahrnehmung und Thematisierung von Flussrenaturierungen bzw. -revitalisierungen in unterschiedlichen Zeitungstiteln der Kantone Bern und Wallis über den Zeitraum von 2000 bis 2013 rekonstruiert. Im Zentrum der Arbeit steht das Verstehen dieser medienöffentlichen Prozesse.
Regionale Naturpärke haben oft mit der Tatsache zu kämpfen, dass der Park von einem Grossteil der Bevölkerung nicht akzeptiert wird. Das hier vorgestellte Forschungsprojekt untersuchte die Hintergründe dieser Probleme bei verschiedenen Interessengruppen.
Der Bericht enhält ein Konzept für ein Benchmarking der Richtplanung auf Basis von Indikatoren der Landschaftsbeobachtung Schweiz (LABES) und weiterer wichtiger Indikatoren. Ausserdem präsentiert er wissenschaftliche Grundlagen, um Schwellenwerte ausgewählter Landschaftsindikatoren zu bestimmen, welche der für das Benchmarking notwendigen Ziel- und Grenzwertfestlegung dienen.
In dieser Studie werden erstmals gesamtschweizerisch Wanderungsbewegungen aus den Agglomerationen in den ländlichen Raum der Schweiz untersucht.
Die Kernfragen des WSL-Forschungsprogramm «Raumansprüche von Mensch und Natur» lauteten: Wie können sich Siedlung und Landschaft in den Fallstudienregionen Oberes Freiamt (AG), Luzerner Seetal (LU), Linthebene (SG) und Glarus Nord (GL) bis ins Jahr 2030 weiterentwickeln? Wie kann die Entwicklung in nachhaltige Bahnen gelenkt werden? Der Synthesebericht gibt Antworten.
